### Description

<p>The Portsmouth Naval Shipyard (PNSY) has awarded a sole-source task order under General Services Administration (GSA) Human Capital and Training Solutions (HCaTS) Small Business Pool 1 Contract 47QREB19D0011 to The Arbinger Company.</p>

<p>This requirement provides specialized organizational culture transformation, leadership development, executive coaching, and proprietary curriculum instruction utilizing the &quot;Outward Mindset&quot; framework. The contract structure includes a 12-month base period and four (4) 12-month option periods, encompassing:</p>

<p>1. Executive and senior leader development workshops (DIOM / OL);</p>

<p>2. Workforce-wide cultural alignment sessions (OP);</p>

<p>3. Strategic alignment work sessions and executive advisory support;</p>

<p>4. A comprehensive Train-the-Trainer (TTT) program to build an organic cadre of 170 certified internal government facilitators, progressively reducing contractor facilitation over time.</p>
