<p>The U.S. Department of Justice, U.S. Trustee Program (USTP) is conducting market research to identify qualified and interested vendors capable of providing and installing a complete standalone Gallagher access‑control and video‑surveillance system at one of our Detroit, Michigan offices. This notice is issued solely for information and planning purposes and does not constitute a solicitation. No contract will be awarded from this announcement.</p>

<p><strong>Site Visit Information</strong></p>

<p>A site visit for interested vendors will be conducted on <strong>September 16, 2026, at 10:00 AM (local time)</strong> at:<br />

<p><strong>Technical Requirements</strong></p>

<p>The anticipated system includes the following elements:</p>

<ul>
	<li>Six PIV Gallagher card readers compliant with FIPS 201 requirements.</li>
	<li>A standalone Gallagher Command Centre server and operator workstation, including operating system, required software licenses, database, monitor, and credential‑enrollment capability.</li>
	<li>Door hardware for each controlled opening, including electric strikes or magnetic locks, request‑to‑exit devices, and emergency‑release hardware.</li>
	<li>Three Bosch motion‑detection sensors installed at designated doors and connected to the existing Bosch alarm system. (A new Bosch alarm panel is not required.)</li>
	<li>Three commercial‑grade 360‑degree IP cameras, including mounting hardware, camera licenses, and recording configuration with a 30‑day override.</li>
	<li>A dedicated security network with managed PoE switches, firewall/router, network cabinet, patch panels, cabling, and surge protection.</li>
	<li>UPS backup power for server, workstation, network equipment, cameras, and recording equipment.</li>
	<li>Complete system programming, integration, testing, documentation, warranties, and operator training.</li>
</ul>

<p>A site survey should evaluate and confirm:</p>
