<p><strong>Repair Turnaround Time (RTAT) definition:</strong> The contractual delivery requirement is measured from asset Return to the date of asset acceptance under the terms of the contract. For purposes of this section, Return is defined as physical receipt of the F-condition asset at the contractor's facility as reflected in the Action Date entry in the Commercial Asset Visibility (CAV) system. In accordance with the CAV Statement of Work, the contractor is required to accurately report all transactions by the end of the fifth regular business day after receipt and the Action Date entered in CAV must be dated to reflect the actual date of physical receipt. The Contractor must obtain final inspection and acceptance by the Government for all assets within the RTATs established in the subsequent contract.</p>
<p><strong>Required RTAT:</strong> 110 days after receipt of asset.</p>
<p><strong>Throughput Constraint:</strong> Contractor must provide a throughput constraint for each NSN(s). Total assets to be repaired monthly after initial delivery commences X/month. A throughput of <em>##____</em> per month reflects no throughput constraint.</p>
<p><strong>Induction Expiration Date:</strong> 365 days after contract award date. Any asset received after this date in days is not authorized for repair without bilateral agreement between the Contractor and NAVSUP WSS Contracting Officer.</p>
<p><strong>Reconciliation:</strong> A reconciliation modification will be issued after final inspection and acceptance of all assets inducted under the subsequent contract. The parties have agreed to a price (shown on the schedule page) for each unit at the negotiated RTAT. Such prices are based on the Contractor meeting the RTAT requirements described within the schedule page. If the Contractor does not meet the applicable RTAT requirement, consideration will be assessed and subject to negotiation.</p>
<p><strong>All contractual documents</strong> (i.e., contracts, purchase orders, task orders, delivery orders, and modifications) related to this procurement are considered to be "issued" by the government when copies are either deposited in the mail, transmitted by facsimile, or sent by other electronic commerce methods, such as email. The government's acceptance of the contractor's proposal constitutes a bilateral agreement to "issue" contractual documents as detailed herein. Early and incremental deliveries are accepted and preferred.</p>
<p><strong>1. Scope</strong></p>
<ul>
<li>Markings shall be in accordance with MIL-STD-130.</li>
<li>Articles to be furnished shall be manufactured, tested, and inspected in accordance with Honeywell Intl drawing number 99193, Revision Latest, and all referenced details and specifications.</li>
<li>Unless expressly provided elsewhere, equipment such as fixtures, jigs, dies, patterns, mylars, special tooling, test equipment, or any other manufacturing aid required for manufacture and testing will not be provided by the government and is the sole responsibility of the contractor. This applies regardless of any references in drawings or specifications.</li>
<li>If MIL-STD-454 is referenced, the contractor is expected to show compliance with IPC/EIAJ-STD-001C.</li>

<p>3. Requirements</p>
<ul>
<li>1.0 General</li>
<li>This Statement of Work (SOW) establishes the criteria for repair and testing/inspection of the item, including inspection, component repair, replacement, reassembly, and testing procedures to return units to a serviceable condition.</li>
<li>2.0 Definitions</li>
<li>Contractor: The successful offeror awarded a contract, order, or project work order. The term "contract" encompasses all.</li>
<li>Overhaul: Disassembled, cleaned, inspected, repaired as necessary, reassembled, tested, and returned to a Ready for Issue (RFI) condition.</li>
<li>Repair: Restored to RFI condition by replacing or repairing defective components and tested per the repair/overhaul manual.</li>
<li>3.0 Scope</li>
<li>The items shall be overhauled, upgraded, repaired, tested, inspected, and accepted per the contract terms. Equipment such as fixtures, jigs, dies, patterns, mylars, special tooling, and test equipment are the contractor's responsibility unless specified otherwise.</li>
<li>Repair/upgrade requirements specify that the contractor shall provide the necessary facilities, labor, materials, parts, and test equipment to return items to RFI condition, including specific item details.</li>
<li>RFI is defined as the condition allowing proper and reliable operation in an operational environment.</li>
<li>All repairs/upgrades must be performed at the designated facility, following the specified drawings and manuals.</li>
<li>Changes to manuals, drawings, or specifications require PCO approval. Repairs using unapproved changes are at the contractor's risk, and the contractor shall replace such items if disapproved.</li>
<li>References on drawings/specifications should read as the "Government Designated Agency" for repair and overhaul purposes.</li>
<li>Process control documentation must be prepared and maintained, including procedures and test/inspection information, which require government review and approval.</li>
<li>Beyond Economical Repair (BER): Items exceeding 75% of replacement cost are considered BER, requiring DCMA concurrence before proceeding.</li>
<li>Missing on Induction (MOI): Items missing one or more Shop Replaceable Assemblies (SRAs) require notification and verification from DCMA before repair.</li>
<li>Replacing Failed or Missing SRA: Procedures are outlined for replacing SRAs, including options like ship in place or obtaining new SRAs at no cost.</li>
<li>Over and Above Repair (OAR): Repairs exceeding normal scope or scope not included in the contract may require equitable adjustment, with prior DCMA approval.</li>
</ul>
<p>4. Parts and Materials</p>
<ul>
<li>The contractor shall supply all parts and materials unless specified as Government Furnished Material (GFM). All parts must meet the latest approved drawings and specifications and be new unless approved otherwise.</li>
<li>Changes to parts or materials require government approval. Cannibalization of units not inducted is generally not authorized without approval.</li>
<li>The contractor shall have access to updated drawings and specifications throughout the contract. Changes require government approval unless the contractor is the Design Control Agent.</li>
<li>Unapproved changes are at the contractor's risk, and replacements made using such changes must be rectified if disapproved.</li>
<li>Control systems for purchased parts and materials must be established and maintained, with inspection upon receipt to ensure conformance.</li>
<li>Part cannibalization is not authorized unless specifically approved by NAVSUP WSS and the BDE.</li>
</ul>
<p>5. Source and Location of Repair Source</p>
<ul>
<li>The contractor shall specify the name and location of the source/division performing the work, e.g., Honeywell International, 1300 W Warner Road, Tempe AZ 85284-2896.</li>

<p>6. Contractor Quality Requirements</p>
<ul>
<li>Quality Program: The contractor shall establish and maintain a quality system conforming to ISO 9001/SAE AS9100, capable of detecting, correcting, and preventing quality issues.</li>
<li>Calibration System: Must meet ANSI/NCSL Z540.3, ISO-10012-1, or equivalent standards.</li>
