The National Institute of Standards and Technology (NIST), under the Department of Commerce, is soliciting comprehensive transformer inspection and oil analysis services for its Gaithersburg, Maryland campus. - Government Buyer: - Department of Commerce, National Institute of Standards and Technology (NIST) - Scope of Services: - Visual inspection and oil sampling for all liquid-filled transformers on site - Oil analyses including quality, PCB concentration (for retro-filled transformers), and dissolved gas analysis (DGA) per ASTM and EPA standards - Application of nitrogen blanket pressure as needed - Optional transformer oil leak repairs (base year only, specific to Buildings 206 and 233) - Written reports and job hazard analyses (JHA) for each service period - Drawn down account for additional services such as nitrogen gas filler adapter, broken gauge replacement, and extra oil samples/analyses - Quantities (per year): - 122 transformer inspections and oil sample collections - 122 quality oil analyses - 122 dissolved gas analyses - 36 PCB analyses - Period of Performance: - One base year, four option years, and a possible six-month extension - Unique/Notable Requirements: - All services must comply with relevant ASTM and EPA standards - Safety plans and final written reports required annually - Services are intended to mitigate risks such as arc flash, component failure, structural fire, and electric shock - No specific OEMs or product part numbers are named; the procurement is for specialized services rather than branded products.

Description

The NIST intends to award a contract to a transformer service provider, to provide transformer visual inspection, transformer oil sampling and oil analyses for all liquid filled transformers at National Institute of Standards and Technology (NIST) facility in Gaithersburg, Maryland.   The transformer inspection and transformer oil testing helps mitigate the risks of arc flash, component failure, structural fire, and electric shock.
