Description

A market survey is being conducted to determine if there are a reasonable number of interested small business concerns to set this future project aside for them. If your firm is a Small Business, certified HUBZone, 8A, Woman-Owned Small Business or Service-Disabled Veteran Owned Small Business, and you are interested in this project please respond appropriately.

CONTRACT INFORMATION: The U.S. Army Corps of Engineers (USACE) Louisville District is seeking businesses that are interested in and capable of performing cleaning and janitorial services throughout the states of Oklahoma, Texas, Arkansas, and Louisiana. Indefinite Delivery Indefinite Quantity Contract (IDIQ) Contracts are anticipated to be a five-year period of performance. Task orders will be issued as a one-year base period and include four (4) one-year option periods with the typical Period of Performance of 365 days each contract year.

This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or make a contract award. NO AWARD will be made from this Sources Sought Notice. This is NOT a request for proposal, quote or invitation for bid. The sole purpose of this notice is to identify potential System for Award Management (SAM) Database registered businesses that are interested and capable of performing this work. USACE is not responsible for any costs incurred by interested parties in responding to this Sources Sought.

PROJECT DESCRIPTION: Provide all necessary labor, transportation, tools, materials, equipment, and supplies required to perform services.  All cleaning procedures and treatments shall be accomplished in accordance with the manufacturer's directions and/or listed specifications and industry standards applicable to the Professional Cleaning and Restoration Industry.  The Contractor shall use environmentally friendly products for all maintenance and cleaning.  Use of recycled materials is highly encouraged. All work shall be performed to the satisfaction of the Contracting Officer.

Description of Experience – Provide descriptions your firm’s past experience on up to three (3) projects which are similar to this project in scope and size performed in the states listed above in the Contract Information. If work was sub-contracted, please annotate the percentage subcontracted. Provide the following for each project submitted: Scope of the project Size of the project provide in Square Feet (SF) The Dollar Value of contract or Task Order The percentage of the work that was self-performed Each project must include the name, title, project role, e-mail address, and telephone number of at least one reference. References may be used to verify project scope, and size. Can or has your company managed a team of subcontractors before? If so, provide details. The following locations throughout Texas currently require cleaning services: Bedford, Dallas, Midland, Baytown, Corsicana, Spring, Decatur, Manor, Austin, The Woodlands, Lake Jackson, San Marcos, Mesquite, Bastrop, Pearland, Pasadena, Houston, Corpus Christi, Abilene, Beeville, and Dumas.  Please identify any locations your company is unable to service and explain why. The following locations throughout Oklahoma currently require cleaning services: Oklahoma City, Midwest City, Claremore, Edmond, Enid, Durant, and Bartlesville. Please identify any locations your company is unable to service and explain why. The following locations throughout Arkansas currently require cleaning services: Batesville, El Dorado, Fayetteville, Harrison, Jonesboro, Little Rock, North Little Rock, and Searcy. Please identify any locations your company is unable to service and explain why. The following locations throughout Louisiana currently require cleaning services: Opelousas, LA Please identify any locations your company is unable to service and explain why. Describe if your past work examples were performed under a single contract/task order or by individual contracts/task orders.  Does your company have any challenges staffing remote locations? If so, explain how you work to overcome these challenges. How does your company ensure cleaning services are not interrupted when staffing changes occur within your company due to employee resignation or employee emergencies? In accordance with (IAW) Army Regulation (AR) 190-13, the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB), the following “persons” would not have acceptable backgrounds and are not permitted on Military Installations or at Recruiting offices: wanted persons, known or suspected terrorist (KST) list, missing person file, foreign fugitive, gang, protection order, immigration violator, identify theft, supervised release, violent persons, or persons listed on the National Sex Offender Registry. Are you able to comply with AR 190-13, NCIC-III, and TSBD by providing cleaning staff which have acceptable backgrounds?

Responses are due NLT 5:00 PM ET 23 June 2026.

This is NOT a Request for Proposal and does not constitute any commitment by the Government.  Responses to this sources sought notice will be used by the Government to make appropriate acquisition decisions. All interested sources must respond to future solicitation announcements separately for responses to this market survey.

NOTICE: The following information is provided for situational awareness and is not required to respond to this Sources Sought.

All contractors must be registered in the System for Award Management (www.SAM.gov) prior to award of a contract. All proposed contractors are highly encouraged to review FAR Clause 52.232-33 Payments by Electronic Funds Transfer – System for Award Management, which indicates “All payments by the Government under this contract shall be made by electronic funds transfer (EFT).” Those not currently registered can obtain registration by going to the website http://www.SAM.gov. The process can usually be completed from 24 to 48 hours after submission. Contractors will need to obtain a Unique Entity Identifier (formerly DUNS number) for processing their registration. If you do not already have a Unique Entity Identifier, one can be obtained from http://www.SAM.gov. Refer to www.SAM.gov for information formerly found in CCR, EPLS, ORCA and FedReg. Please begin the registration process immediately in order to avoid delay of the contract award should your firm be selected.

ALERT: You must submit a notarized letter appointing the authorized Entity Administrator before your registration will be activated. This requirement now applies to both new and existing entities. Effective 29 April 2018, the notarized letter process is now mandatory on all CURRENT registrants at SAM who have a requirement to update data on their SAM record.  The notarized letter is mandatory and is required before the GSA Federal Service Desk (FSD) will activate the entity's registration. 

Effective 29 June 2018, vendors creating or updating their registration can have their registration activated prior to the approval of the required notarized letter.  However, the signed copy of the notarized letter must be sent to the GSA Federal Service Desk (FSD) within 30 days of activation or the vendor risks no longer being active in SAM. Vendors can check whether an account is active by performing a query by their CAGE or Unique Entity Identifier The new registration process may now take several weeks, so vendors are highly encouraged to begin registering as soon as possible to avoid any possible delays in future contract awards. Remember, there is no cost to use SAM.
