NAVSUP Weapon Systems Support Mechanicsburg is seeking a sole source provider for the refurbishment of two TIN 310 High Pressure Air Compressor Model 13NL45+ units under the TRIPER program. - Government Buyer: - U.S. Navy, NAVSUP Weapon Systems Support Mechanicsburg - OEMs and Vendors: - Only the actual manufacturer of the 13NL45+ High Pressure Air Compressor is eligible due to lack of government data rights - Products/Services Requested: - Refurbishment of two TIN 310 High Pressure Air Compressor Model 13NL45+ units (NSN 4Y 4310-LL-H88-0710) - TRIPER serial numbers: 310TC08060/310TM08061 and 310TC08062/310TM08063 - Refurbishment to 'A' condition per SUBMEPP Refurbishment Instruction NO. 5130-012-0729 REV F - Inspection and acceptance at source - Technical data for the compressors (per DD Form 1423 Exhibit 'A') - Unique/Notable Requirements: - Sole source procurement due to lack of technical data rights; only the OEM can perform the work - DX priority rating under Defense Priorities and Allocation System (DPAS) - Delivery required to Trident Refit Facility (Kings Bay, GA) and SUBMEPP Activity (Portsmouth Naval Shipyard, NH) - Firm fixed price contract with a 365-day delivery schedule for main items - Refurbishment must meet SUBMEPP standards for 'A' condition

Description

The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.103-1.  This is a sole source requirement with RMC 3R: Acquire, for the second or subsequent time, directly from the actual manufacturer. The Government does not own the data or the rights to the data needed to purchase this part from additional sources.  It has been  determined to be uneconomical to buy the data or rights to the data.  It is uneconomical to reverse engineer the part.  This code is used when the Government did not initially purchase the data and/or rights.    In conjunction with the Defense Priorities and Allocation System (DPAS),  the requirement and subsequent award shall be rated “DX".
