The City of Bend Fire & Rescue is seeking professional consulting services to conduct a comprehensive Standards of Cover (SOC) study. The study aims to evaluate current fire and emergency service delivery, assess community risk and service demand, and develop clear, defensible, and measurable service level standards aligned with operational realities and long-term sustainability. The results will inform Fire Department leadership, City management, and governing bodies regarding deployment, staffing, facilities, and strategic planning decisions. Proposals are due by June 18, 2026.
