The Bureau of Indian Affairs (BIA), Western Region, is seeking qualified Indian Small Business Economic Enterprises (ISBEE) to perform the STOPLOG LIFTING BEAM MODIFICATION PROJECT at Headgate Rock Dam, part of the Colorado River Irrigation Project near Parker, Arizona. - Government Buyer: - Bureau of Indian Affairs (BIA), Western Region, including the Colorado River Agency and Office of Trust Services Division of Water and Power - Products and Materials Requested: - Fabrication and modification of steel stoplog lifting beams (NSN 7540-01-152-8067) - ASTM A36 and A992 steel plates, bars, channels, and fabricated assemblies (e.g., Cap Plate, Cut Plates, Bent Plate, C Channel, Lifting Plate Assembly, End Guide Assembly, Hook Assembly) - Neoprene rubber seals, stainless steel hardware, and specified painting/coating systems - Sling (1-1/4" upper link, 3/4" wire rope), tag line (1000# min. breaking strength, 40' Dacron) - Services Requested: - Transport of owner-furnished lifting beam to and from fabrication shop - Modification of lifting beam and end guide assemblies per detailed drawings and specifications - Final test facilitation at project site, including crane and operator provision, and demonstration of adjustable end guide functionality - Unique/Notable Requirements: - All fabrication and modifications must comply with ASTM and AWS standards - Project is set aside for ISBEE firms and requires compliance with tribal tax and TERO fee requirements - Contractor must facilitate a final test at the dam site to demonstrate equipment functionality - Strict timelines for submittals, fabrication, inspection, and delivery - No specific OEMs or commercial vendors are named; all steel and hardware must meet specified ASTM standards - Place of Performance: - Headgate Rock Dam, Colorado River Irrigation Project, near Parker, Arizona - Contracting office located at BIA Western Regional Office, Phoenix, AZ
