The California Department of State Hospitals (DSH) is seeking information from qualified vendors regarding the provision of comprehensive forensic mental health and social support services for the Sexually Violent Predator (SVP) Conditional Release Program (CONREP): - Government Buyer: - Department of State Hospitals (DSH), State of California - Services Requested: - Forensic individual and group treatment for SVP clients - Case management, including up to 10 hours/week for intensive care - Surveillance and home visits, with frequency based on care level - Polygraph testing (assessment, monitoring, sexual history) - GPS monitoring and daily data review, including after-hours alert response - Substance abuse screening and dynamic risk assessments - Visual Reaction Time (VRT) and Penile Plethysmography (PPG) assessments - Community safety team participation and annual case reviews - Court report preparation and attendance at required meetings/trainings - Pre-placement and supplemental services (e.g., lab tests, translation, housing, medication, enhanced supervision) - Notable Requirements: - Vendors must be licensed medical corporations in California with at least five years of relevant experience - 24/7 coverage required for certain services - Services may be awarded by county, region, or statewide - Program operates at various locations, including DSH hospitals - No specific OEMs or commercial vendors are named, as this is a market research RFI - The RFI is for information gathering and planning only; no contract will be awarded at this stage

The Department of State Hospitals (DSH) is seeking to better understand the marketplace and potential bidder pool for a contract to provide social support services for the Sexually Violent Predator (SVP) Conditional Release Program (CONREP) clients, either by county, geographical region(s), or statewide. The RFI aims to gather input from qualified vendors on the types of services they provide and how they structure their costs. This is an opportunity for DSH to establish a bidder pool for a future solicitation. The services may be performed at various locations throughout the state.
