Comprehensive Locksmith Services for Department of State Secure Facilities

The U.S. Department of State is seeking a contractor to provide comprehensive locksmith services for its facilities nationwide, with a primary focus on secure locations in the National Capital Region. - Government Buyer: - U.S. Department of State, Bureau of Administration, Domestic Operations & Emergency Services Office, General Services Management Office (A/DOES/GSM) - Office of Procurement Executive (A/OPE) - Services Requested: - Installation, maintenance, repair, adjustment, and replacement of lock systems, hardware, and associated equipment - Coverage includes doors, vaults, safes, locking file cabinets, security containers, access control systems, alarms, emergency lockdown systems, and video intercom systems - 24/7 emergency response, key duplication, combination changes, and support for Diplomatic Security physical security standards - Labor Categories & Quantities: - Program Manager: 1,040 hours (base period) - Expert (Master Level) Locksmith: 2,080 hours (base period), 520 overtime hours - Specialist (GSA Certified) Locksmith: 2,080 hours (base period), 520 overtime hours - Journeyman Locksmith: 2,080 hours (base period), 520 overtime hours - Reimbursable travel (inside NCR): 520 hours - Unique Requirements: - All personnel must possess Top Secret security clearances and specialized certifications (including GSA certification for specialists) - Contractor must be able to respond to emergency work orders and support high-security areas - Estimated workload: 90 routine and 6 project work orders monthly - Time-and-Materials contract structure with reimbursable materials, supplies, equipment, and shipping (NTE 10%) - No specific OEMs, brands, or part numbers are specified; contractor may select appropriate products to meet security standards - Places of Performance: - Harry S. Truman Building, Blair House, Department of State facilities within a 70-mile radius of Washington, DC, and throughout the U.S., including United Nations Headquarters in New York - Contract Structure: - 12-month base period, four 12-month option periods, and a possible six-month extension

Description

The Department of State (DOS) Bureau of Administration, Domestic Operations & Emergency Services Office, General Services Management Office (A/DOES/GSM) has the responsibility to provide for the installation, maintenance and repair of all locks and associated hardware for doors, vaults, safes, locking file cabinets, other security containers, and secure space under the jurisdiction of the Department. Within A/DOES/GSM, the Event Management and Hoteling Division (GSM/EMH) administers the daily workload required to meet these responsibilities. Since neither the EMH Division nor any other division of DOS employs locksmiths, all locksmith services within the Unites States must be performed by a locksmith contractor. Contractors and their locksmiths must possess high security clearances (see requirements further described below) as the work will be completed within sensitive areas of the Harry S. Truman Building, Blair House, and other Department of State facilities around the DC area and additional facilities throughout the country.
