INTENT TO SOLE SOURCE THIS IS AN INTENT TO SOLE SOURCE ANNOUNCEMENT AND IT IS FOR INFORMATION & PLANNING PURPOSES ONLY; IT IS NEITHER A SOLICITATION ANNOUNCEMENT, NOR A REQUEST FOR INFORMATION, PROPOSALS OR QUOTES AND DOES NOT OBLIGATE THE GOVERNMENT TO AWARD A CONTRACT. The contractor shall provide maintenance support for the VA Medical Center, Martinsburg WV. The services provided will be of the nature and scope described below. 1.1.1 Scope of Work The purpose of this requirement is to perform preventive maintenance and repair on D-SPECT serial number 17293 located at the VA Medical Center, Martinsburg, WV 25405. 1.1.2 Non-Personal Services This contract is a non-personal services contract under which the personnel rendering the services are not subject, either by the contract's terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees. Communication The contractor's employee shall be able to read, write, understand, and speak English clearly to effectively communicate with patients and/or other healthcare providers and staff. Safety The Contractor shall be responsible for knowing and complying with all installation safety prevention regulations, including general safety, fire prevention, and waste disposal. Performance Reports Reports will be provided by the COR to ensure acceptable performance of the contract. Annual reports will be submitted to the Contracting Officer after each performance period and reported to the DOD Contractor Performance Assessment Reporting System (CPARS). Technical Requirements All Contractor employees shall meet the qualifications for their specialty and perform functions within the scope acceptable for their professional discipline and standard, as required by the Department of Veterans Affairs or similar government healthcare professionals. Professional Qualifications Personnel shall have current factory training and experience in servicing the Spectrum Dynamics D-SPECT CARDIO, including maintenance, repair, and software/hardware upgrades. Specific Tasks and Responsibilities The Contractor shall provide preventive maintenance inspections (PMIs) for the D-SPECT serial number 17293 and associated accessories. Customer Support The Spectrum Dynamics Customer Service Department provides an all-inclusive contract that includes: 24x7x365 Help Desk support On-site field service repair On-site field service maintenance Software updates Hardware updates to fix functionality problems Virus protection updates Operating system patches Ongoing interface maintenance Diagnostic and Issue Resolution The Spectrum Dynamics Customer Service Department provides services including: Diagnosis and cause analysis Resolution approach: workaround or fix Operator instructions for problem correction Correction of errors/defects in programs Correction of configuration errors Software patches and service packs Interface and custom report corrections Quality and training initiatives Part Replacement All parts, labor, and travel are included in this Maintenance Agreement. Parts will be replaced on a new part basis, with notification to the COR of any equipment being replaced. 1.8 Period of Performance From 01 March 2026 to 28 February 20231. The contract is a base plus four option years. The performance periods are as specified, and the years may be exercised. 1.9 Place/Hours of Performance The place of performance is the Nuclear Medicine Department at VA Medical Center, 510 Butler Ave, Martinsburg, WV 25405. Repair services shall be performed Monday through Friday, 8:00 AM to 4:30 PM EST, excluding holidays. 1.10 Holidays The following holidays are observed: New Year's Day Martin Luther King's Birthday President's Day Memorial Day Juneteenth Independence Day Labor Day Columbus Day Veteran's Day Thanksgiving Day Christmas Day Holidays falling on Saturday are observed on the preceding Friday; those on Sunday are observed on the following Monday. Presidential declared holidays are observed as listed. 1.11.1 Service Reports A copy of the service report, including test data, will be provided to the COR within 5 working days after completing a PMI or corrective maintenance. 1.12 Contractor Provided Services The Contractor shall furnish all personnel and services required. They will report to Biomed for equipment escort and communicate with Biomed before leaving, providing an update on work performed. Point of Contact: Upon award, the Contractor shall designate and provide the name and phone number of the point of contact to the COR and Contracting Officer. 2.0 Definitions/Acronyms Definitions of key terms such as CONTRACTING OFFICER (CO), CONTRACTING OFFICER'S REPRESENTATIVE (COR), QUALITY ASSESSMENT AND IMPROVEMENT (QA&I), and QUALITY CONTROL are provided. 3.0 Applicable Technical Orders, Manuals, Regulations, Directives, and Forms All directives and publications (advisory or mandatory) and their amendments will be current when furnished. The contractor must follow all mandatory documents applicable to this contract. Changes causing scope modifications require a written contract modification from the Contracting Officer. Test equipment used must meet NIST and ISO 9001 standards, with proof of calibration provided upon arrival. Invoices must include model, serial number, and calibration date/due.
