REQUIREMENT: The U.S. Army Corps of Engineers (USACE) intends to issue a Request for Proposal (RFP) for a commercial services contract to provide comprehensive Operation and Maintenance (O M) services at the Defense Logistics Agency (DLA) Defense Distribution Depot Center.2. SCOPE OF WORK: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform O M services. Activities include, but are not limited to:? Preventative maintenance and servicing of existing operations? Repairs and troubleshooting of existing systems? Custodial and janitorial services? Painting? Emergency response services? Landscaping and grounds maintenance? Pest control? Limited minor construction activities (Construction activities shall not exceed $50,000.00 per task/project).3. ACQUISITION STRATEGY: This acquisition will be solicited as an 8(a) Competitive Set-Aside under the authority of FAR Subpart 19.8. The Government intends to award a Firm-Fixed-Price (FFP) contract. The procurement will be conducted in accordance with FAR Part 12, Acquisition of Commercial Products and Commercial Services, in conjunction with FAR Part 14, Sealed Bidding.4. MAGNITUDE OF THE PROJECT: In accordance with DFARS 236.204, the estimated total price range for this project (including all base and option periods) is between $5,000,000.00 and $10,000,000.00. The duration of proposed contract is for 1 base year and 4 options years. 5. SOLICITATION RELEASE: The official solicitation (IFB) is anticipated to be available on or about 5 June 2026 . The IFB, along with all specifications, attachments, and amendments, will be published electronically on SAM.gov. No hard copies will be provided. It is the contractor s responsibility to monitor SAM.gov for the release of the solicitation and any subsequent amendments. A site visit is scheduled for (TBD). Information for participating in the site visit will be posted by amendment to this pre-solicitation notice. It is anticipated award will be within 30 days of the bid opening date. All are advised that this project may be delayed, cancelled or revised at any time during the solicitation, selection, evaluation, negotiation and/or final award process. The solicitation, amendments and interested parties (planholder s) list will only be available for downloading at the SAM.gov website. It is the responsibility of the offeror to check SAM.gov website frequently for any amendments or changes to the solicitation. The Government is not responsible for any loss of internet connectivity or for the offerors inability to access the documents posted at the referenced website. ELIGIBILITY: To be eligible for award, contractors must be a certified 8(a) program participant by the Small Business Administration (SBA) at the time of proposal submission.
