The October 5, 2026, Wooster City Council meeting included several infrastructure and funding actions. Council adopted Ordinance 2026-19 unanimously, authorizing an agreement to extend about 2,000 feet of waterline to Wooster Township’s new fire station; the township will pay the estimated $375,000 cost. Council also unanimously adopted Resolution 2026-55 authorizing an application for Ohio Department of Transportation and Federal Transit Administration grants for WEGO. The application is due November 13. Prior WEGO funding was reported as $560,000 federal, $194,000 state, about $150,000 in CDBG funds, about $55,000 in fares, and roughly $300,000 from the city. Two non-school TIF ordinances were adopted: the North End TIF unanimously and the Gayers Chapel TIF 6-1; discussion of Gayers Chapel covered road improvements and shared maintenance responsibilities.

Council passed Resolution 2026-41 by a 4-3 vote, authorizing the next procedural step to appropriate property interests for the Burbank/Oldman/Winkler improvement project. The resolution does not approve construction or itself condemn property; further council action would be required. Officials noted a potential $500,000 federal allocation was still subject to reconciliation and that the project ranked second for OPWC funding. The city also reported beginning property acquisition for grant-funded pedestrian improvements on Madison Avenue. A proposed ordinance prohibiting adult-use cannabis businesses remained on second reading, with no vote taken; council requested information about whether the issue could be referred to city voters. No vendor awards or procurement contracts were identified.
