The El Monte Union High School District Board of Trustees’ regular meeting on October 7, 2026, included updates on bond-funded capital projects and the district’s finances. Staff reported that the district’s two bond authorizations total $148 million and $190 million; the presentation cited a current balance of about $11.9 million for one authorization. The Rosemead Adult Education/Transition Center is now projected to be completed in June 2027. At another campus, phase-one bidding for temporary facilities supporting a new theater and administration building was delayed, with board consideration moved to the first meeting in November; construction was estimated at about 18 months if work begins in February 2027. South El Monte’s track-and-field project remains dependent on Army Corps approval and subsequent Division of the State Architect review. The financial report discussion cited a projected $23.9 million general-fund deficit for the fiscal year and an approximately $3 million difference between revenues received and expenditures recorded as of August 31; staff described attrition, retirements, and review of vacancies as part of fiscal stabilization planning.
The board approved, unanimously among members present, several procurement-related agreements: a memorandum of understanding with JPMorgan Chase Bank, N.A. for financial-health presentations for families; an independent contractor agreement with Blue Line Investigations LLC for investigation services; an agreement with Subject Technologies Incorporated for an online platform for English learners; ratification of an agreement with Explore K12 Incorporated for software access at El Monte High School; ratification of a service agreement with Danielson Group Incorporated for districtwide instructional-framework training; and an agreement with Furious Photographers for senior portraits at El Monte High School. No dollar values for these agreements were stated. The board also approved amendments to senior administrators’ employment agreements and a retirement incentive for district employees. Administrative regulations on uniform complaint procedures and mobile-device reimbursement were presented for first reading, with further consideration scheduled for a future meeting; no procurement-specific policy change was adopted.
