It also approved an $11,950 change order for an ARPA-funded Wetna Neighborhood roof project, bringing that project to its $60,000 funding limit. The council approved a cooperative endeavor agreement with BGNI LLC for a $750,000 partial reimbursement of infrastructure costs, funded from sales-tax revenue already collected in the Highway 14 Economic Development District; payments are tied to project milestones and subsequent sales-tax generation. The FY2027 operating budget was adopted, with adjustments to project budgets discussed. The council also approved a 4% general increase for municipal classified employees and a 2% adjustment to the salary structure, effective November 1, 2026.
The council authorized surplus vehicle sales, including city vehicles at a minimum price of $5,000 and police vehicles at a minimum price of $100, in accordance with state law. It approved discontinuing the automated school-zone speed-enforcement agreement with Blue Line Solutions after discussion of the school board’s position and legal requirements; members discussed relying on police enforcement and potentially retaining LED speed-display signs, with negotiations to follow. An amendment to the current-year budget was introduced for a public hearing on October 20; the transcript ends during discussion of that item.
