At its October 6, 2026 regular meeting, the St. Martin Parish Council addressed several capital and procurement-related items. The council passed a resolution authorizing the parish president to proceed with planning, design, procurement, and development of improvement projects at Paulo Park. It also adopted, as amended, a resolution authorizing Contract Change Order No. 2 for the parish’s pre-positioned disaster debris removal contract with Series Environmental Services, Inc.; no change-order amount was stated. Other actions included authorizing engagement of Mari and Mari Certified Public Accountants for the 2026 annual audit, advancing a state capital outlay budget request for 2027–2028, and considering highway construction priorities for that fiscal year. The council also addressed state disbursement requests and substantial-completion certification for parish road-improvement projects, and a resolution on sharing operation, maintenance, repair, rehabilitation, and replacement costs for the Bayou flood-protection structure with the St. Mary Levy District.
The council received the proposed 2027 sinking-fund and operating-and-maintenance budgets and parish capital outlay budget, and called public hearings; the transcript does not show those budgets being adopted at this meeting. A 23.13-acre rezoning request associated with a sale to Stillwater Development was approved. In an assessment hearing, the assessor reported assessed values increased by about $17.5 million, with no appeals; the assessor’s office chose not to adopt a millage for the year. No contract or project dollar amounts were stated in the procurement actions.
