DuPage County Finance Committee meeting, October 13, 2026. The committee approved a $420,000 transfer from contingencies to grant services for DuPagePads’ winter shelter and hotel program. The request was discussed as a maximum amount that would be reduced if other funding is secured. The committee also reviewed the Regional Office of Education’s proposal to acquire a former school in unincorporated Lombard for $4.1 million: $2.1 million would come from ROE funds and the county would provide a $2 million, interest-free loan repaid at $200,000 annually over 10 years. Members indicated support for advancing the proposal, but formal county board action was expected later in October. On employee health benefits, the presentation projected a $5.7 million increase without changes; negotiated stop-loss terms and proposed plan adjustments would reduce the projected increase to about $4 million. The committee indicated it would proceed with the recommendations, with no increase in employee premiums.

Other approved spending and procurement actions included a $235,838 budget transfer for Axon tasers and body-worn cameras for sworn State’s Attorney investigators (the purchase itself was to be considered separately); a contract with Safe Illinois for building and planning services, not to exceed $75,000; and a $372,680 contract with Journal Technologies for the Public Defender’s case-management system, storage, and upgrades. The committee also approved a Mark43 police records management system contract, SHI International licensing for GovernmentJobs.com, and a no-cost Google Cloud landing-zone and Gemini Enterprise pilot with Zion Cloud Solutions. Facilities and infrastructure actions included a $96,320 salt contract with SNI Solutions, a $193,800 Sutton Ford F-550 crane-service truck, a $188,658 Crest Creek upstream weir project with V3 Construction Group, and a $1,666,462 phase-two highway design contract with Alfred Benesch Company. An AT&T Mobility contract was increased by $1,650, bringing its amended total to approximately $1.6 million. Other contract approvals covered care-center services and supplies, facilities work, and wastewater operations.
