The City of San Clemente Planning Commission met October 7, 2026. The commission unanimously approved the September 16 minutes, consent-calendar item 7B on traffic-control measures, and red curb markings near Avenida Victoria and Avenida Santa Barbara, including an extension around the southeast curb return. It also unanimously approved Development Permit 26-308 and Minor Conditional Use Permit 26-309 for a proposed Nordic bathhouse at 2211–2213 South El Camino Real, subject to conditions and a categorical exemption from CEQA. The proposal includes outdoor pools and saunas, accessory massage and beer-and-wine service, and six parking spaces; public comments raised concerns about neighborhood parking, construction, noise, lighting, and privacy.

The commission reviewed eight potential economic-development and zoning initiatives for possible study and future amendments, including an economic-development overlay, mixed-use allowances, mobile-vending parks, vehicle retail galleries, parking and temporary-use rules, freeway-height restrictions, lower-cost overnight accommodations, and transient-occupancy-tax revenue sharing. Discussion addressed development scale, village character, parking, public benefits, and potential fees. The commission unanimously recommended that the City Council direct staff to initiate amendments concerning economic-development opportunities within a gateway and/or economic-development overlay, based on the staff options and discussion. No procurement activity, contract award, or vendor selection was identified.
