The City of Monterey Neighborhood and Community Improvement Program Committee met October 6, 2026. Staff reported that City Council had approved the Hilltop Park Center roof portion of a renovation project the previous evening; contracting documents are to be prepared for a planned spring installation, including replacement of 16 skylights, seismic strengthening, and gutters. Staff also said bids for the San Bernabe Drive Road Widening Sidewalk Project and Don Davie Park Trail Crossing Project would go to Council on October 20, with contracting documents and anticipated spring construction to follow. No contract awards or spending motions were made at this committee meeting. The committee approved the July 29 minutes by motion.

The main discussion reviewed delayed NCIP projects and their funding, permitting, design, and maintenance challenges; the presentations did not result in formal project actions. For the Casa Verde Way/Highway 1 underpass project, staff cited a $555,000 Council-approved budget and a $100,000 Arts Council of Monterey project-management proposal; committee members informally supported exploring a painted mural alternative and following up with the submitter and Salinas. Staff described the Windermere drainage projects as complex and recommended keeping them active while pursuing permitting. The Taylor Street walkway has about $41,000 remaining, with construction estimated to require roughly $100,000–$150,000 more. The Recreation Trail permeable-paver project has $234,730 remaining, with maintenance costs still to be determined. The utility undergrounding program has about $2.75 million in NCIP funds and $4.75 million in PG&E credits; North Fremont’s estimate was discussed as approximately $7.9 million, leaving a reported gap of about $500,000. The committee took no formal action on these projects.
