Lewis and Clark County and City of Helena joint work session, October 6, 2026: Officials received an informational presentation on a mutual-aid agreement among area fire departments and the city. The agreement clarifies reciprocal assistance, command structure, liability, insurance, and financial responsibilities; the county was described as not being a party to the agreement. The city and Rural Fire Council had approved it, and fire districts were collecting board approvals and signatures. No county vote or spending decision was reported. Officials also reviewed the draft long-range transportation plan, which was open for public comment through October and expected to proceed to adoption in November. The plan identifies projects and potential funding sources but does not change existing priorities. Kuster Avenue remains a priority, with an estimated full reconstruction cost of about $31 million in current dollars; officials discussed a funding gap, possible project phasing, federal urban funds, and grant opportunities. No transportation contract or project award was made at the session.

The 911 center reported financial and staffing pressures and discussed options for sustainable funding. Its public safety mill levy provides about $2.2 million, and the city transferred approximately $253,000 the prior year to help cover a deficit. Future annual costs were estimated at about $270,000 for a critical data system beginning in 2029, $65,000 for phone-system software, and $55,000 for recording software as existing contract terms expire. Officials also noted a staffing-study recommendation for 4.5 to 7.5 additional full-time positions, explored grants and possible cost-sharing or user fees, and discussed potential state legislative changes to 911 funding. No contract award, new appropriation, or funding decision was made.
