Cedar City Council work meeting, October 7, 2026: The council reviewed several purchasing and capital-project matters. For rehabilitation of four Quichapa-area wells, staff recommended splitting the work between Wittison and Grimshaw Drilling after Wittison said it could not complete all four within the schedule; the estimated cost was about $1.36 million, with roughly $17,000 in additional cost for the split, and staff reported the project remained within budget. For the covered outdoor arena, seven construction bids were received and Doug Hunt Construction was the low bidder; a motion advanced the contract to the consent agenda for the following week. The related request to waive impact fees was sent to the following week’s action agenda for further discussion. The council also advanced a $117,500 change order for the completed 100 East roadway project to the consent agenda; $69,000 was reimbursed by the adjacent property owner, leaving an approximately $48,000 net difference to city funds. Other items advanced for the next meeting included transfer of the city’s existing ladder truck, sale of four surplus items through Public Surplus, and a crossing-guard position that police staff said could largely be absorbed within the department’s budget.
The council discussed, but did not resolve, the proposed Royal Hunt Drive median barrier and its effects on fuel deliveries, business access, and traffic safety; staff described UDOT’s design rationale, and council members sought additional turning analysis and information before acting. A federal-aid bypass road was discussed, with funding expected to become available in fiscal year 2028 and construction anticipated by summer 2028. Two land-use applications, including a general-plan and zoning change near 226 North 3325 West and zoning for areas within the Bower Meadows RDO, were advanced to the next week’s action agenda. No final approval of the contracts or other spending items is evident in the transcript; the recorded motions generally placed them on future consent or action agendas.
