At its October 13, 2026 meeting, the Lebanon City Council approved a development agreement with High Point Construction and Development for city-owned properties at 114 and 120 South Broadway Avenue. The work includes site remediation, demolition, utility upgrades, and preparation for a mixed-use building with restaurant, retail, and apartment space; the agreement was approved unanimously. Council also approved a new cooperative agreement with Warren County for victim-witness coordinator services for the Municipal Court, costing $45,000 and effective January 1, 2027. A council update noted that Lebanon did not receive funding for a local road project, while a separate Dwire Road project in South Lebanon received $3.3 million.
Residents spoke at length about the city’s Flock automatic license plate reader (ALPR) system, raising privacy, data-retention, and contract-term concerns as well as public-safety arguments. Resolution 2026-099, which would have directed termination of the city’s agreement with Flock, failed. Council then passed a motion directing staff to coordinate discussions with public-safety officials about ALPR policies and public safety; the cameras were to remain covered pending further consideration. Council members also discussed reviewing the existing purchase-order terms and potential contractual safeguards for data use.
