At its October 7, 2026 special meeting, the Penn-Harris-Madison School Corporation Board of School Trustees held a public hearing on the proposed 2026–27 teacher agreement with the PHM Teachers Association, which the association had ratified on September 29. The agreement provides a 1.75% salary increase for teachers, maintains a $50,000 starting salary, increases athletic and extracurricular pay by 0.5%, and includes a one-time $500 stipend for eligible teachers who taught at least 120 school days in the prior year. It also provides for retirement-related sick-day buyback for eligible teachers. The public hearing drew no comments. The transcript records a 5–0 vote to approve the meeting agenda, but does not capture a board vote on the teacher agreement.
The agreement keeps the district’s self-funded insurance plan, with projected premium increases of 5% for medical and dental and 3.5% for vision; the board was told the district had not drawn on its insurance reserve. To reduce fixed costs, the district will raise its individual stop-loss threshold from $200,000 to $250,000 and switch pharmacy benefit managers to Levinity, which the administration said would pass through 100% of rebates and charge a fixed per-member monthly fee. No separate procurement award or contract amount was stated.
