The City of Corona City Council met on October 7, 2026. The council unanimously approved a professional services agreement with Ground Review for marketing, events, and related operations at the Hub. Staff said an RFP received two proposals, of which Ground Review’s was the only qualified one; the scope was then developed in greater detail through negotiations. Staff explained that the services are intended to support Hub businesses and that, once the site is fully leased, tenants are expected to cover these operating costs through common-area charges. The council also received a downtown revitalization update: the first phase of 6th Street improvements is expected to go out to bid in October, the Civic Center renovation design RFP closes the following day, and staff plans to bring forward contracts for design work and a music venue operator at a future meeting. No amounts were stated for these items.
In closed session, the council unanimously authorized an appeal in the Pechanga and Soboba Band case and a professional legal-services agreement with Michael Quarantino of Quarantino Highsmith & Watley for up to $250,000. On the consent calendar, the council approved sidewalk work covering 5,100 identified locations and a water-main reimbursement agreement under which the City will bear 33% of the cost; future development on two vacant properties will trigger reimbursement to the City for their shares. By a 4–1 vote, the council granted a waiver concerning undergrounding existing utility wires associated with a battery-storage project. The council also adopted, on first reading, a zoning-code amendment allowing one 180-day extension for certain temporary-structure or trailer permits.
