The Scott County, Virginia Board of Supervisors met on October 7, 2026. The board adopted an amended and reenacted county Public Procurement Ordinance to reflect current Virginia law, and approved amendments to the subdivision ordinance clarifying minimum standards for privately maintained streets. It also approved a zoning-map and zoning-ordinance amendment concerning utility-scale solar facilities, and approved an industrial zoning change recommended by the Planning Commission to accommodate a local business’s growth and hiring. The board authorized financing documents for a replacement truck within the existing budget; the truck is replacing a 1998 vehicle. It also approved one month of reassessment-office rent at $900. No RFP, vendor selection, or contract award was identified.
An independent financial adviser presented the county’s recurring operating-budget shortfall and fund-balance risks, and reviewed courthouse project scenarios ranging from $2.5 million to $10 million. For a project near $10 million, the adviser estimated a potential tax impact equivalent to about two cents in 2029, subject to project costs and debt restructuring; these were planning estimates, not approvals to proceed. The adviser also discussed building reserves, possible twice-yearly tax collections, and a potential 1% local-option sales tax for school construction, with no action taken on those proposals. The golf-course manager proposed increasing cart fees by $2 and junior memberships from $50 to $75; the board deferred consideration to a later meeting. Discussion of restitution funds was also continued pending further information from the EDA.
