The Penobscot County Commissioners meeting on October 7, 2026, included several contract and facilities matters. Commissioners unanimously approved renewal of the Burlington–Lowell transfer station agreement for three years, with a reported $2,500 increase across the term, and a one-year agreement with the Town of Chester for sand-and-salt storage; the Chester agreement includes a slight increase in the per-unit storage cost, while its plowing rate remains unchanged. Officials discussed fuel-adjustment clauses in snowplow contracts and related budget pressure. The county is negotiating a possible purchase of the Howland fire station, currently leased for $280,000 annually, but made no decision. Commissioners approved grant-funded travel for an EMA deputy director and adopted an access-control policy for employee and visitor building access.

Commissioners approved reallocating approximately $615,000 in unused ARPA funds from completed housing projects to an existing Millinocket-area housing project. The finance update reported that the FY2027 budget remains in development, the county borrowed $12 million against $15.8 million in available TAN capacity, and repayment of ARPA funds is underway; officials also discussed potentially higher future borrowing costs. Commissioners approved opening county public offices to the public from 8 a.m. to 4 p.m., with staff generally working until 4:30 p.m. The 2024 audit was accepted, and the administrator said the county would meet with a snowplow contractor regarding a lapsed cloud-plowing contract and return with recommendations.
