The October 6, 2026, West Covina City Council meeting included several infrastructure and contracting updates. Staff reported that Parkwood Landscape Maintenance began work under a new city contract on October 1, covering city medians and arterial sidewalks. Public Works has deployed a new street-striping vehicle, with no purchase cost or vendor specified. For the unstable Altamira Drive hillside, the city manager said staff had completed the geotechnical survey scope and was drafting an RFP; the work requires a council-approved budget amendment and was planned for the October 20 agenda. Council members urged faster action ahead of the rainy season, and the manager said the city could consider a special meeting if conditions warranted. Staff also reported ongoing street rehabilitation planning and related utility work coordinated to avoid cutting newly repaved streets.

Council unanimously approved a side letter with the West Covina Firefighters Association clarifying that holiday pay and temporary upgrade pay are eligible for retirement reporting. Staff said the original MOU cost estimate already included these items and the side letter created no additional cost. During public comment, speakers requested a special-events fiscal accountability and sponsorship policy, including proposed expenditure and sponsor caps and public reporting of event costs and revenues; the city manager said staff was preparing a report on the event fee schedule and process, but no policy vote occurred. Consent items 1–6 were approved, with Council Member Gutierrez abstaining on item 1 and item 4 considered separately. No contract award or RFP selection was made.
