At its October 6, 2026 regular meeting, the Yuba City Council unanimously approved the consent calendar, including an amendment to the professional services agreement with SDI Presence LLC for Tyler ERP implementation support. The council also approved a $1.9 million professional services agreement with REY Engineers for citywide pavement-condition data collection and roadway rehabilitation planning, with a 10% contingency and related budget transfers bringing the project allocation to about $2.14 million. Staff said the work would be funded from local Transportation Development Act funds, with no General Fund impact. The discussion noted that the city had submitted more than $50 million in road and safety grant applications and had received awards including $2.56 million for roadway preservation, $900,000 for Sanborn Road improvements, and $273,000 in CDBG funding for ADA sidewalk and ramp work.

The council also approved a construction contract with Zeila Engineering for the base bid of Sam Brannan Park security fencing at $303,000, plus a $30,300 contingency; the estimated total project cost was $348,450. The approved scope did not include the optional dog-park fencing, which staff and council discussed potentially bidding separately later. In related development actions, the council approved annexations for Brownstone Estates and Ridge Estates Units 1 and 2 into the existing lighting and landscape maintenance district, establishing annual assessments of $464.11 per lot.
