The October 7, 2026, City of Norco City Council meeting authorized staff to submit a joint redevelopment proposal with Lewis Land Developers for the state-owned, approximately 85-acre former prison site. The conceptual proposal includes historic preservation and adaptive reuse of the Norconian Hotel and other buildings, an expansion of Wayne Makin Park and its sports facilities, commercial uses, and housing. Lewis is expected to fund the property acquisition, demolition, and remediation, with the stated intent of protecting the city’s general fund; no purchase price or final contract was approved. The state’s proposal portal is scheduled to close at the end of November. Participants estimated roughly four years before construction could begin and 10–20 years for full buildout. The council approved submitting the proposal; the state’s selection and any eventual acquisition or development agreements remain pending.

The council also directed staff to develop a formal street-naming policy for review by relevant commissions and later council consideration. Staff proposed eligibility, application and review procedures, public-safety and address-change considerations, and having applicants cover renaming costs, including signs and processing; a possible council waiver for applicants unable to afford costs was raised in discussion but not adopted as policy. No contract awards, vendor selections, or other purchasing approvals were identified. A council member noted that fire-truck procurement lead times can reach four to five years, but no purchase was considered.
