Fernley City Council public meeting, October 8, 2026. Council adopted Bill 391, revising development-code adjacency standards, by a 4–0 vote. The changes clarify buffering and maintenance responsibilities and add requirements to consider off-site, operational, and safety impacts near residential or other sensitive uses. Council also adopted the Fernley Corridor Action Plan by a 4–0 vote. The plan guides future improvements along US 50A, Farm District Road, and US 95A South; it was developed under a city corridor-study contract with Wood Rodgers approved in March 2025. No new contract award was identified at this meeting.
The council also considered a conditional-use permit for a proposed privately funded, 324-megawatt gas power plant, described by the applicant as an approximately $600 million investment, and the first reading of legislation establishing a Fernley power district. Discussion focused on fire and emergency-service capacity, including a proposed impact assessment and agreement addressing the project’s share of capital costs before building permits and operational service requirements before the plant operates. North Lyon Fire requested that the agreement also address ongoing operating costs. The applicant sought a three-year approval period; council discussion and proposed permit conditions included that request, but the transcript does not clearly capture the final vote or outcome on the power-plant permit. The applicant’s consultant cited estimated 20-year city revenues of about $63.6 million, including $43 million in franchise fees and $20.4 million in property taxes; these were projections, not city budget allocations.
