The Friendswood City Council regular meeting on October 5, 2026, included several approved public-safety equipment purchases. Council unanimously approved a purchase agreement with Sterling McCall Ford for a new ambulance chassis and the remount of ambulance A47 with Frazer, and authorized the purchase of a fire engine. It also unanimously ratified the city manager’s signature on a sole-source purchase of a monitor-defibrillator system and four chest-compression systems; staff said the purchase avoided a price increase and saved approximately 7%. No purchase prices were stated. Council also unanimously approved the first reading of an ordinance updating records and information management and adopted a related policy directing the city manager to establish consistent administrative rules.

In a work session, Good Bull Capital and partners presented a proposed development for about 148 acres at Falling Leaf Ranch, including approximately 135 lots, a segment of the planned parkway, environmental remediation, and a proposed Public Improvement District to recover infrastructure costs. The presentation cited a proposed $5 million escrow and discussed possible use of city tax-reinvestment revenue, but council took no action to approve the development, PID, or financing. Members raised questions about environmental remediation and requested a more fully developed plan; the mayor proposed that council representatives work with the development team on next steps. Other actions included approval of a zoning amendment for 402 East Edgewood Drive and a 5–2 vote to leave the city’s front-yard fence rules unchanged.
