Tooele City Council business meeting, October 7, 2026. The Council unanimously approved FY2026–27 budget amendments, mainly project carryovers, including wastewater-treatment needs funded from the utility fund balance: $190,000 for pumps and a surface aerator, plus a screw-press rebuild and additional sludge hauling (amount not stated), and $300,000 for a dump truck. It also approved a $500,000 contingency for the water reclamation facility upgrades agreement with COP Construction LLC, and a $78,242 change order to Black Forest Paving LLC’s 2026 roadway maintenance contract for waterline-patch repairs and other paving. Invoices and purchase orders were approved, including a cemetery pole building ($30,000), an equipment lift (total authorization $91,378), aquatic-center lights ($50,551.15), police vehicles ($89,859 for Toyota Camrys and $225,796.86 for three equipped Ford Explorers), a replacement Ford F-250 ($66,609), a water-department dump truck ($218,745), and two streets-department dump trucks ($155,000). The budget amendments, contingency, change order, and purchase orders passed unanimously.

The Council also unanimously adopted an ordinance reducing the required water-right depletion rate for interior use in new development from 100% to 60%; the city engineer said the required conveyance would decrease from 0.45 to 0.27 acre-feet per dwelling while retaining the 0.25-acre-foot interior-use allowance. Residents raised concerns about long-term supply and requested independent study; city staff cited existing studies indicating allocated rights could meet needs through 2040 and said exterior irrigation requirements are unchanged. The Council also approved personnel-policy revisions, including increasing the tenured-service bonus from $500 to $1,000 and education reimbursement from $1,000 to $2,000 annually, along with compensation, leave, holiday, and retirement-plan updates.
