The Cottonwood Heights Planning Commission held its October 7, 2026 business session, including two conditional use permit decisions and a presentation on the Old Mill. Dunn Associates, Inc., with Aegis, presented a city-contracted structural and cost analysis based on visual, noninvasive inspection. The consultants outlined three options: stabilize the structure for approximately $7.5–$8.3 million; repair and restore it, with a midpoint estimate of $43 million and a range of $34–$51 million; or rebuild in the historic form, with a midpoint of $46 million and a range of $37–$55 million. Tenant improvements, estimated at about $6 million, as well as land, parking, utilities, and some other costs were excluded. The analysis found the mill alone would not be financially viable under the scenarios assessed, while a master development could offset some costs. No contract award, new spending authorization, or demolition decision was made; staff said it would compile the record for a later Planning Commission hearing, and a subsequent certificate-of-appropriateness request would go to the City Council.
The commission unanimously approved CUP 26-016 for a home childcare business for up to 12 children, with conditions limiting simultaneous client vehicles to two unless the driveway curb cut is extended to accommodate three. It also approved CUP 26-015 for an owner-operated home massage business, amending its hours to Monday through Saturday, 7:30 a.m. to 7 p.m. Both approvals are land-use decisions, not procurement actions. The commission also approved prior meeting minutes and re-elected Sean Steinman as chair and Mike Smith as vice chair. No other procurement activity was identified.
