Lancaster County Council regular meeting, Lancaster County, South Carolina — August 24, 2026. Council approved an ordinance establishing Lancaster County as a joint developer of a multi-county industrial park in Kershaw County. The approximately 800-acre park’s first planned investment is a dual-fuel natural-gas/propane power plant, described as a $900 million project with 500 megawatts of capacity. Under the fee-in-lieu-of-tax arrangement, Kershaw County would retain 99% of park revenue and Lancaster County would receive 1%; the ordinance passed unanimously. Council also approved a budget amendment restoring $1.22 million previously authorized for the sheriff’s evidence storage facility and adding $30,027 to meet remaining contractual obligations and complete the project. It approved annual assessment and revenue requirements for eight improvement districts, authorizing staff to proceed with levies and collections; the transcript does not reliably capture all district amounts. A representative of CARE thanked the county for a $15,000 grant awarded in May; no new grant action was taken at this meeting.

Council approved, by a 4–3 vote as corrected by the chair, an extension of the Redstone development agreement and vested rights through September 12, 2029. The applicant described phase two as approximately 265 units, including 15 townhomes, plus about 17,000 square feet of retail, and cited financing and construction costs as reasons for the extension. Council also discussed revisions to the Unified Development Ordinance, including infrastructure, connectivity, development standards, and future text amendments, but took no final action on those revisions. No competitive solicitation, bid approval, or new vendor contract award was identified.
