The Lancaster County Planning Commission’s regular meeting on September 15, 2026 included a consultant briefing on the county’s impact-fee study update. Staff said TischlerBise had been selected through competitive procurement and its contract was signed in April 2026; no new contract award or spending vote occurred. The study is examining existing impact-fee categories, possible countywide or expanded service areas, and transportation as a new category. Commissioners sought the prior traffic analysis and development-agreement materials and asked staff to examine possible safety and access remedies. The transcript indicates the applicant was willing to defer consideration to the next meeting, but does not clearly record a formal deferral vote. The August 18 minutes and adjournment were approved by 6–0 votes.
