At its August 25, 2026 business meeting, the Rock Hill Schools Board approved the capital maintenance reserve fund policy on second reading. The board also approved, by a 6โ0 vote, the sale of school district general obligation debt through a statewide pooled issuance to pay off 2015A and 2016C debt early. The CFO said the refinancing was expected to save just under $1 million, with an additional conservative taxpayer savings estimate of $550,000. The district will not include a previously considered additional borrowing request of about $2.5 million. The debt-service millage was expected to decline from 52 to approximately 47 mills, subject to the county auditorโs final calculation; the sale was scheduled for Thursday to benefit from pooled issuance costs. No vendor or contract award was identified.
The board also approved an instructional technology usage resolution directing staff to present age-appropriate classroom screen-time recommendations by the first board meeting in October and an ethical AI standards policy recommendation by April 2027. In future business, board members requested a September discussion of facility needs and financing options, and a presentation on ESC services and facility concerns, including track conditions at Rock Hill High and Northwest. These were requests for future discussion, not approved procurements or project awards.
