At a special called meeting on July 13, 2026, the Rock Hill Schools Board of Trustees discussed the Octapharma Plasma project and the distribution of tax revenue under its fee-in-lieu-of-taxes (FILOT) agreement. Trustees noted that the district was not involved in the preceding negotiations and emphasized early collaboration among the school district, City of Rock Hill, York County, and economic-development partners on future projects. Speakers cited district facility needs, including about $300 million in capital maintenance needs over the next decade and 58% of school buildings being more than 50 years old. No purchasing, contract award, or bid approval was identified.
The board amended a resolution to ask the City of Rock Hill to accept the allocations approved by York County Council at its July 8 third reading. The amendment passed 5–2, and the amended resolution also passed 5–2. The resolution welcomes Octapharma and encourages future collaboration and public information sessions. Trustees also discussed the district’s existing downtown tax arrangement, under which it reportedly forgoes at least $3 million annually through 2039. The meeting concluded with adjournment by a 7–0 vote.
