The Town of Mount Pleasant’s committee meetings on October 5, 2026, included several procurement actions. The Bids and Purchases Committee recommended forwarding to Town Council a five-year, $2.5 million lease-purchase financing agreement for vehicles and equipment, selecting the proposal with the lowest overall interest rate and no fees; the purchases include garbage trucks, a loader backhoe, mini dump trucks, and pickups. The committee also recommended a $1,179,220 dredging contract with Banks Construction Company for three Shem Creek locations, and approved a $466,171.39 construction engineering and inspection contract with ME&Hunt, Inc. for the Billy Swails Boulevard Section 4B project, pending SCDOT concurrence. It approved a $378,978 boardwalk replacement design contract with Dell Engineering LLC and a Pit Street Causeway/bridge feasibility-study design contract; the latter’s vendor and amount were not clear in the transcript. The Coleman Boulevard parking-lot contract was deferred to Town Council without a recommendation. Staff proposed Palmetto Tractor Services of South Carolina LLC for $588,883.64, including the base bid and Add Alternate B; the recorded revised base bid was $453,219.21.

The Finance Committee approved accepting a $200,000 USTA grant, with a $200,000 town match, for six tennis courts at the Mugsy Kure Tennis Center, and a Game Time playground grant of approximately $135,000 for equipment at Park West Recreation Complex, with the match already budgeted through the CMP capital fund. Separately, the Police, Judicial, and Legal Committee discussed the town’s Flock license-plate-reader system, including its $70,000 annual contract, seven-day data retention, vendor alternatives, and data safeguards; members requested further review, with no procurement decision recorded. Other committee business included a proposed animal-cruelty ordinance, boat-charter licensing requirements, school facilities and funding, and tree-canopy planning.
