York School District 1 Board of Trustees meeting, August 11, 2026. The board approved general-obligation bond issuance and sale of up to $10.5 million; the district said it typically repays this short-term debt in the spring and participates in a pooled South Carolina program. The board also approved 2026–27 millage rates of 231.8 mills for general operations and 93 mills for debt service, both unchanged from the prior year. For the TSC building renovation, staff reported that five general contractors attended a pre-bid meeting, bids are due August 25, and the project is expected to take about nine and a half months, with substantial completion targeted for June 21. No contractor or renovation cost was identified as approved at this meeting.

Facilities staff reported completed work including a high-school chiller rebuild, a new heat exchanger intended to reduce energy costs, a roof replacement at Jefferson, and other school and site improvements. The board tabled a proposed 10-foot water-line easement near Jefferson Elementary until the September meeting to gather more information, including on timing and a possible sunset clause. The district’s request for York County to authorize an impact-fee study was scheduled for County Council consideration on August 17; no study award or fee decision was made by the board. The board also approved the second reading of an AI policy and the first reading of an interdistrict transfer policy.
