At Greenwood County Council’s August 4, 2026 regular meeting, council unanimously authorized the county manager and attorney to finalize and execute amendments to two landfill methane-gas agreements following the transfer of the contracts from Vision RNG to Red Tail Renewables. The amendments extend the company’s evaluation period through March 2027, require construction to begin by the end of 2027, and set completion before the end of 2028. Council also received a capital-project sales-tax update: $87.5 million had been collected and $57 million spent, leaving about $30 million. Projects discussed included fire-service improvements, a training center, emergency-access roads, water lines, and a proposed bike lane and sidewalk. A new Lower Lake fire station bid opening was expected in two weeks. Staff reported an $80,000 Safe Streets grant application in process and a newly approved Fox Hollow buyout grant; a related grant resolution with a $36,000 county match was approved unanimously. A possible 300-acre shooting-range site was identified at an estimated $1.5 million, but no purchase was approved. Airport staff described redirecting $500,000 in AIG funds from an access-road project to help complete the Taxiway Delta project; the access roads remain dependent on future local funding.

Council considered an application for $220,361.33 in opioid-recovery funding, including $51,513.77 in previously awarded funds to be reallocated; the transcript does not clearly capture the final vote. Other business included appointments to the accommodations-tax committee and a first reading of a zoning-map amendment. A resident raised concerns about traffic and road capacity amid housing growth, but no road-expansion procurement or funding action was taken. The chair also proposed considering an ad hoc committee and broader public education on data centers, with no action requested at this meeting.
