Peoria County Zoning Board of Appeals hearing, October 6, 2026: The board heard testimony from Susan Ashley about her family’s experience living near the Shirley Wind project in Wisconsin, which has eight Nordex 2.5-megawatt turbines approximately 500 feet tall. Ashley said her home was about 1.3 miles from the nearest turbine and described health and sleep issues her family experienced after the turbines began operating, followed by their move from the home. The hearing included extensive disputes over the relevance and admissibility of her testimony and materials concerning studies and actions by Wisconsin public bodies. The board admitted Exhibit 83, subject to prior exceptions, and allowed the excluded portions to be considered as public comment; it sustained objections to testimony about the contents of reports and other hearsay material.

No procurement, contract award, spending decision, or budget allocation was identified. The board concluded this witness’s examination and recessed for a break.
