The Peoria County Zoning Board of Appeals continued its October 7, 2026 hearing on Four Creeks’ proposed wind-energy project. Opponents Kevin and Jennifer Casey testified about anticipated effects on their home and property, including more than 100 hours of projected annual shadow flicker, turbine noise, and changes to views and outdoor use. Dr. Tom Thunder, an acoustics expert retained by opponents, criticized the application’s sound analysis, arguing it did not assess ambient noise or demonstrate compliance at the boundaries of neighboring residential land under Illinois Pollution Control Board rules. On an opposing party’s motion to exclude his testimony about noise standards, the presiding official denied the motion, allowing the testimony. The hearing recessed for lunch with further witnesses expected; no vote on the project was taken. No procurement activity was identified.
