The Worcester Community Preservation Committee met on October 6, 2026, to review Community Preservation Act project progress, funding-cycle procedures, and updates to its annual plan and application materials. Staff reported that several previously funded projects had begun, including work at Kendrick baseball field and Hope Cemetery, preservation of Worcester Jail records, HVAC and boiler projects at the Worcester Historical Museum and Salisbury House, and electrical upgrades at the Institute Park gazebo. Several other awards remained under contract or awaiting documentation. The committee also discussed delays and administrative requirements affecting funded projects, including prevailing-wage and sealed-bid requirements for the Fatty Jenkins project and outstanding documentation for other award recipients; no new vendor selections or procurement contracts were approved.

The committee voted to approve Veterans, Inc.’s request to reduce its grant to $249,999 and withdraw its second-round award, returning funds to the available pool. The motion stated that $512,464 would be returned; the discussion identified the change as intended to avoid a preservation restriction associated with the larger award. The committee also unanimously approved fall application changes and the annual Community Preservation Plan update. Revisions include tax and utility-bill checks, an out-of-cycle application process, clearer project timelines and reporting, Parks Department review of park projects, hazardous-material survey requirements, and guidance for historic-restoration contractor quotes. Members discussed private-owner eligibility, preservation restrictions, and the need to avoid duplicating existing city housing programs.
