The Durham Joint City-County Planning Committee met on October 7, 2026. The committee received an informational review of green-building commitments and growth-management trends; neither item required a vote. Planning staff recommended clarifying how green-building certifications and measures relate to Comprehensive Plan policies, including timing requirements and options such as HERS scores, low-VOC materials, and heat-island mitigation. Members requested a cost breakdown and further analysis, and discussed affordability, incentives, workforce training, and the proposed Land Development Code. The committee also reviewed a draft multimodal development-standards scoring approach, developed with consultant Three Oaks Engineering; staff will refine the scoring, applicability thresholds, and implementation guidance. No contract award or purchasing approval was presented.

Capital and infrastructure discussions included Fire Station 21 design work in the proposed CIP, completion of the Celeste Circle pump station, and city pump-station projects in the Southwest Future Growth Area whose construction status was not confirmed. Members also cited the county’s $30 million Snow Hill pump-station upgrade, which increased sewer capacity used by the city and regional businesses. The growth report described infrastructure needs in six of eight future growth areas and included discussion of affordable-housing commitments, monitoring, and potential public subsidies. Members requested a public-facing one-page summary, improved online data/dashboard reporting, and additional analysis; no spending motion or procurement action was taken.
