The City of Carmel Board of Public Works met on October 7, 2026. The board opened bids for a six-inch water main project from Gray Road to Hazel Dell Lane, needed to restore water service to the wastewater treatment plant after flood damage. Four bids were received: Yarberry Companies ($410,475), F.A. Wilhelm Construction ($487,000), Daystar Drilling ($550,276.07), and Lykins Contracting ($570,246). Staff will review responsiveness and responsibility and return with an award recommendation; no award was made at this meeting. The board approved an award for FEMA disaster-recovery and public-assistance consulting services to Aegis, the top-ranked of 11 RFP respondents and the city’s current vendor, and authorized CFO Zach Jackson to execute the expanded contract promptly, with the agreement to return to the board at its next meeting.
The board also approved several procurement and infrastructure items, including American Structure Point’s $480,827.64 inspection services for 116th Street pedestrian and bicycle facilities; $55,700 in additional inspection services from Crossroad Engineers for trail projects; HWC Engineering’s $98,975 design amendment for the Carmel Drive/AAA Way roundabouts and Kinzer extension; Morphe Construction’s $41,843.16 final change order for the 136th Street Trail; JDH Contracting’s $211,007.79 flood-related fiber repair amendment; American Structure Point’s $463,815 Merchant Square inspection services; HMH Contractors’ $67,038 wastewater-plant boiler replacement; and Oracle America’s $1,340,644.06 five-year cloud-services amendment for the utility billing system, averaging about $268,000 annually. Additional approvals covered Westler Engineering’s $155,500 Lexington Boulevard water-main work, a Prevail partnership with the Police Department, and a waterline easement for Meridian Ortho Development. Motions on the listed items passed unanimously.
