The New Orleans City Council held Day 4 of its proposed 2027 budget hearings on October 8, 2026. The Mayor’s Office described a leaner staffing plan and budget controls, noting that most of its “other operating” funds support state and federal lobbying agreements. The Law Department said its proposed personnel increase largely reflects longevity adjustments rather than added headcount, and includes about $125,000 for recording liens and related housing/code-enforcement work. It reported limiting new outside-counsel engagements, while seeking case- and document-management software. Council members discussed whether to strengthen in-house legal capacity, and the City Attorney emphasized that free vendor offers must still follow proper procurement, with attention to data ownership and portability in contracts. No budget awards or spending motions were approved during the hearing.
The Aviation Board reviewed capital work underway or planned for 2027, including the East Apron expansion, shuttle connector road, baggage-handling system, runway replacement, overflow parking, and South Campus demolition; no project dollar amounts were stated. The airport reported 58.29% SLDBE participation against a 35% goal. Council members requested information on long-running airport contracts and when they may be competitively rebid, and raised concerns about communication with airline partners. Municipal and Traffic Court reported returning $5 million from its judicial expense fund to the City and warned that the Community Court could face an approximately $300,000 funding gap if a grant ends; Council members asked to be updated and offered support. The meeting concluded with a motion to adjourn, which passed.
