At the October 6, 2026 Greensboro City Council meeting, members unanimously approved three consent items for the Mitchell Water Treatment Plant’s emerging-contaminants project. The presentation described a second change order under a guaranteed maximum price reported at $140 million, with Haskell identified as construction manager at risk, and related ordinances of $127,111,625 and $2,775,000. The work will install granular activated carbon treatment to address PFAS (“forever chemicals”); the city’s goal is to complete improvements by 2029. Council also approved a $375,000 economic-development services contract with the Greensboro Sports Foundation through fiscal year 2028–29, by a 6–0 vote with one member recused. Council members asked that large-dollar consent items receive public presentations; staff said it would work to flag such items for council.

The meeting also included discussion of Greensboro’s “Road to 10,000” housing initiative. Task-force and builder representatives discussed potential ways to increase housing supply, including faster disposition of redevelopment properties, possible donation of two parcels to GTCC for student-built housing, and a suggested $10,000 per property to prepare lots for construction. These were proposals, not council actions or approved expenditures. Public comment also criticized a previously approved $700,000 legal contract concerning 1,4-dioxane discharge limits; no new action on that contract was taken at this meeting. Council adopted a resolution marking the Greensboro Transit Agency’s 35th anniversary, with no related procurement action identified.
