The City of Portsmouth, New Hampshire Technical Advisory Committee meeting, held October 6, 2026 (the metadata timestamp is October 7 UTC), reviewed several site and subdivision applications. The committee approved minutes from two prior meetings. Rafferty Investments Group’s proposal for a three-story building with a restaurant and 10 lodging rooms at 64 Bridge Street was continued to the next TAC meeting so the applicant could revise plans and address parking, utility coordination with Eversource, rooftop egress and other technical comments. The application for a 15-unit apartment building at 0 Lafayette Road was also continued pending revisions, including drainage, water and sewer, utility, tree-preservation and site-plan details. A separate parking conditional-use application for 833 Islington Street had been withdrawn.
The committee passed a motion to advance Ryan Trust’s proposed subdivision at 221 Woodbury Avenue, subject to follow-up on plan details and survey review. For Road to the West LLC’s site improvements at 140 West Road, associated with BlackRock Social Club, the committee passed a motion after identifying follow-up items involving landscaping in the right-of-way, the pergola and transformer screening, fire-truck access, bicycle racks, drainage-pipe specifications and possible waivers. The applicant cited a possible $60,000 landscaping expense but no public expenditure or procurement action was identified. The discussion of updated parking-flexibility rules indicated that applicants may seek modifications through the Planning Board; the rules were still subject to City Council consideration.
