The Quincy City Council and Ordinance Committee met on October 5, 2026. The council referred an ordinance proposed by Councilor Yuen to require an annually updated, public five-year capital improvement plan to the Ordinance Committee. The proposal would list anticipated projects, costs, timing, and funding sources, including borrowing, grants, and city funds; no decision was made on the ordinance. A separate resolve seeking a review of Quincy Center station redevelopment was referred to Oversight. Discussion cited approximately $96 million in the MBTA’s current capital investment plan for project P1165, while requesting a record of the project’s scope, milestones, responsible parties, and timeline. Members also referred a website usage and navigation review to Municipal Technology; no expenditure or contract was approved for that work.

The council approved a utility grant of location for Mass Electric Company on Chestnut Street following a public hearing. A National Grid grant of location at Bayview Avenue and Homestead Avenue was held in committee after a councilor requested time to contact the affected neighbor, despite a positive committee recommendation. The council also unanimously approved directing $136,000 in expected restitution from the Thomas Klasby case to the Council on Aging Gift Account, and approved a separate $1,800 gift from various donors. The Ordinance Committee began developing a research and public-input process for setting 2028 mayoral and council salaries, but took no vote on salary amounts. No contract award or competitive procurement was identified.
