Anderson County Council’s special presentation and regular meeting was held October 6, 2026. Council approved several economic-development incentive and industrial-park measures, including fee-in-lieu-of-tax and special-source-credit agreements for Projects Saint Nick, Big Brother, and Elrod, along with related joint industrial park agreements. Staff reported planned private investments of $26 million for Saint Nick, $34 million for Big Brother, and $71 million for Elrod; these were largely speculative building projects, with no jobs identified at the time for those projects. Council also approved an inducement agreement for Project Elrod and an assignment of incentive-agreement rights involving Harbor Freight Tools. For Electrolux’s conversion of its facility to washer-and-dryer manufacturing with Midea, council approved an assignment and assumption of the existing incentive agreement; the reported investment is $375 million, and the companies expect to rehire 1,200 previously laid-off workers.
Council approved a development agreement for sewer infrastructure serving Project Saint Nick and nearby properties, including a lift station and sewer line. The county’s contribution is capped at $700,000; staff described potential grant funding and utility commitments, while council members questioned possible use of the sewer enterprise fund. Council also approved district appropriations to local nonprofit organizations, including the Foster Parent Association and other community-service groups; listed allocations were generally $250–$1,000, with $4,500 approved for the Belton Tennis Association. Separately, council advanced an ordinance prohibiting county funds, property, and resources from being used for Flock cameras; officials said the existing contract had been canceled/nonrenewed and the county’s ten cameras would be removed. The meeting also included routine recognition items and a third-reading ordinance establishing a full-time hazardous-materials program position.
